I've pretty much have tried everything to fix it, except a complete reinstall of Windows (which I don't really feelis necessary, as this is affecting only one game).I have defragged, checked for viruses, updated my video card drivers, reinstalled Skyrim (as I said in the OP).

Leave the registry alone anddon't use any registry cleaner. Cleaning of theregistry isn't needed and is dangerous. My computer and its files have been working fine. As many times as I've used CCleaner, and you're saying it can cause damage, though I personally haven'tseen said damage, I'm unsure.
